Overview

This website provides information regarding the consumer restitution program established in connection with the litigation entitled State of Connecticut v. The F&S Oil Company, Inc., Carlson Fuel of Meriden, Inc., Village Oil, Inc., U.S. Fuels, LLC and/or Bosse Graziano Oil Company (the defendants are collectively referred to hereafter as “F&S"). Recently, checks were mailed to consumers who qualified for partial refunds for unfulfilled prepaid oil and service contracts they had with F&S that were for personal, family or household use.

These checks were mailed as part of the Settlement between Citizens Bank and the State of Connecticut creating a consumer restitution fund to compensate consumers who suffered a direct monetary loss as a result of F&S’s failure to fulfill prepaid oil and/or prepaid service contracts that were for personal, family or household use. “Restitution” includes only money you have paid, less any refunds or credits you may have already received from F&S or any other source, such as your credit card company.

Because the total amount of valid claims far exceeded the $1 million restitution fund, valid claims were paid in proportion to their share of all valid claims made. Each consumer’s restitution amount was determined through a careful claims review process, including deduction, where appropriate, of any chargeback credit or refunds the consumer may have previously received.
